This document provides a tool and strategies to help PEPFAR program managers design appropriate economic strengthening and HIV prevention programs tailored for the needs of particular subgroups of adolescent girls ages 10–19. The tool enables the user to analyze how gender relations, roles and context affect adolescents’ opportunities and constraints in four dimensions of social life:

• Access to assets
• Knowledge, beliefs and perceptions
• Practices, time use and participation
• Power and rights

The tool provides a menu of programming options based on the analysis of these opportunities and constraints. In addition, the appendix includes a matrix of livelihood programming options that describes different types of programs, elements of success, cautions, participant socioeconomic profiles and evaluations of actual programs.
